Job Title: Operations Engineer (Asset Engineer)
Location: Victoria, TX

About the Role

As an Operations Engineer (Asset Engineer), you will play a key role in ensuring the integrity, reliability, and safe operation of fixed equipment within a world-class chemical manufacturing environment. You will lead the development and execution of Mechanical Integrity and Risk-Based Inspection (RBI) programs, support daily plant operations, and serve as a crucial technical interface between operations, maintenance, engineering, and service providers. This position is essential to maintaining compliance, optimizing plant performance, and sustaining long-term asset health.

Key Responsibilities

Mechanical Integrity & Asset Management

  • Lead the development, implementation, and continuous improvement of Mechanical Integrity and Risk-Based Inspection programs.
  • Ensure integrity management of assigned equipment, including ongoing review of critical equipment lists, integrity envelopes, damage mechanisms, and inspection plans.
  • Define, maintain, and periodically review operating envelopes for all assigned equipment.
  • Safeguard the integrity of critical assets and protective systems through structured evaluation and documentation.

Operations Support & Plant Performance

  • Serve as the primary point of responsibility for daily plant operations within the assigned process area.
  • Establish effective communication with operations personnel to ensure alignment on priorities and changes.
  • Issue daily shift instructions and support operations with technical guidance.
  • Track yields, production data, and feedstock information for month-end reporting.
  • Drive alarm management initiatives to completion and support ongoing performance improvements.

Engineering, Safety & Compliance

  • Prepare process flow diagrams and provide process modeling/simulation support as needed.
  • Lead or participate in Process Safety Reviews and the Management of Change (MOC) process.
  • Investigate operational issues and report findings with clear conclusions and actionable recommendations.
  • Promote and adhere to INEOS 20 Principles, the Culture of Prevention, and INEOS Life-Saving Rules.

Cross-Functional Collaboration

  • Act as the main liaison between the site and the water treatment services provider (currently Nalco).
  • Collaborate with engineering, operations, and maintenance teams to resolve issues and balance competing priorities.
  • Provide technical expertise and engineering support across plant functions.

Education & Experience

  • Bachelor's degree or higher in Chemical or Mechanical Engineering (required).

Skills & Competencies

  • Strong written and verbal communication skills.
  • Solid computational and data analysis expertise.
  • Proficiency with process modeling and simulation software.
  • Strong problem-solving abilities and technical judgment.
  • Effective negotiator and influencer; able to balance diverse stakeholder needs.
  • Demonstrated leadership, motivation, and team-building capabilities.
  • Strong understanding of financial calculations and their operational impact.
  • Confident and proactive in taking the lead when challenges arise.
