Process Safety Manager



POSITION SUMMARY


The Manager, Process Safety and Engineering is responsible for developing and providing support for the effective implementation of Process Safety Management (PSM) and relevant health, safety and environmental controls for the clients Applied Sterilisation Services (AST). The position covers PSM considerations throughout AST, including involvement in global strategy and implementation though with a focus on site-work in the AST Americas region.

This position will provide specialist expertise to the development, implementation and management of the Global PSM Framework, ensuring that the framework, management systems, risk assessments and action plans are embedded and maintained. The position will also support sustainability, continuous improvement, regulatory compliance and process safety related capital projects to ensure that our clients' sterilization technologies and facilities achieve the highest standards of health, safety and the environment for our Customers, employees and the surrounding communities.

The individual will be an integral team member of the global AST HSE team and the clients business groups, to identify, review and implement "best practices" for PSM and HSE.


DUTIES


Process Safety Engineering and Management (90%)


  • Contribute to the development of and support the effective implementation of the global PSM and wider HSE strategy, participating in the regular review of the strategy and its implementation.
  • Provide specialist knowledge and experience regarding the OSHA PSM regulatory framework, for incorporation into global PSM strategy
  • Work with the Global Process Safety Manager to develop, implement and maintain the PSM framework and associated policies, programs and guidance.
  • Provide PSM leadership, support and guidance to the AST facilities and management teams to achieve PSM compliance and objectives.
  • Work with HSE team to manage and maintain regulatory compliance to all relevant local legal requirements and best practice standards, including a specialist focus on OSHA PSM and other state regulations within the Americas region.
  • Arrange, facilitate and manage process safety studies, including HAZID, HAZOP, LOPA / SIL and other assessments, ensuring that required reports and action plans are produced and maintained.
  • Identify gaps and potential improvements in PSM systems, flagging the HSE team and developing and implementing actions to eliminate gaps.
  • Conduct internal audits of major accident hazard sites to ensure compliance with relevant regulatory and internal PSM and HSE standards and requirements, including special consideration for the auditing requirements of OSHA PSM.
  • Report on PSM performance through the monitoring of appropriate process safety KPIs.
  • Provide process safety engineering and HSE support and input to project work and acquisition / integration activities including construction, development and other capital projects (including major accident hazard sites), ensuring that consistent regional PSM and HSE standards are adopted and implemented.
  • Support and contribute to the HSE and process safety engineering strategy and manage projects to drive continuous improvement and engineering solutions to emerging occupational safety, environmental and other risks.
  • Manage completion and ongoing review of risk assessments, advising on the suitability and application of risk control measures, identify and report on inadequately controlled risks and non-compliance with statutory or internal non-compliance.
  • Manage the development, implementation and testing of robust emergency, contingency, business continuity and disaster recovery plans for major accident hazard sites.
  • Provide specialist insight and input on investigations into incidents occurring on major accident hazard sites, ensuring that all process safety incidents and near misses are reported and investigated in accordance with client policy.
  • Work to drive towards broader awareness, understanding, and appreciation of Process Safety and PSM throughout all levels of AST.
  • Assist in the creation, continuous development, delivery, assessment of learning outcomes and performance reporting of engaging, innovative PSM training and learning. Work with the HSE team to track training rollout and progress of broader training schemes throughout AST.
  • Provide specialist support to site safety committees, technology safety groups and other forums.
  • Support effective HSE communication through the monthly safety calls, internal intranet, newsletters, internal publications and other engagement initiatives to improve employee awareness, competency and safety performance.
  • Assist in continuous assurance that AST's HSE and operational plans sufficiently consider regional and local PSM legislation and emerging risks.

  • Health, Safety and Environmental Compliance Management 10%


  • Provide support to the AST HSE team where required, with special focus on areas in which OSHA PSM and EPA regulations overlap for facilities within the Americas region.
  • Assist in coordination and implementation of relevant occupational safety and environmental compliance tasks.

    Education required:




    Bachelor's Degree (Preferred in Occupational Health and Safety, healthcare, Engineering/Science, or related field)



    specific work experience requirements:



  • Experience of managing and delivering all aspects of PSM for high hazard facilities facilities
  • Experience of delivering engineering and process safety solutions to HSE hazards and risks
  • Experience with specific regulatory structures regarding PSM within the USA, both federal and state-specific
  • Experience with ethylene oxide would be beneficial

    Working closely with a small team in the assessment of PSM programs, development of action plans to address gaps and opportunities, and developing and actioning plans. Working closely with the global HSE team, operational business and external consultant / contractors to champion, communicate and ensure the delivery of the global PSM and HSE strategy with the objective of making and keeping the business safe against existing and emerging health and safety, fire safety and environmental risks.
