Engineering Manager - Capital Projects (French Speaking)

Engineering Manager - Capital Projects (French Speaking)
Location: Quebec, Canada
Contract Type: Long-term contract
Industry: Heavy Industrial / Metals / Major Capital Projects
About the Opportunity
Our client is a global industrial manufacturer delivering a significant portfolio of major capital investment projects across North America.
They are seeking two experienced, French-speaking Engineering Managers to support large-scale industrial projects in Quebec. These positions will act as the Owner's Engineering Representative, providing technical leadership and engineering governance throughout project development and execution while managing external engineering partners.
This is an excellent opportunity for an experienced engineering leader who enjoys influencing project outcomes from the owner's perspective rather than producing detailed engineering designs.
The Role
Reporting into the Capital Projects organisation, you will provide engineering leadership across major industrial projects from Front End Loading through project execution.
Rather than leading a large internal design team, your primary responsibility will be managing external Engineering Service Providers, ensuring engineering quality, technical compliance, schedule performance and successful project delivery.
You will work closely with Project Managers, Construction Managers, Project Engineers and Project Controls professionals throughout the project lifecycle.
Key Responsibilities
- Act as the Owner's Engineering Manager on major capital projects.
- Manage and coordinate external Engineering Service Providers.
- Lead multidisciplinary engineering activities across the project.
- Review engineering designs, specifications and technical deliverables.
- Ensure engineering quality, consistency and compliance with applicable standards.
- Support project development through FEL1, FEL2, FEL3 and execution.
- Challenge engineering assumptions and provide technical direction.
- Facilitate design reviews, constructability reviews and value engineering activities.
- Coordinate interfaces between engineering, project management and construction.
- Monitor engineering schedules, deliverables, risks and technical decisions.
- Ensure engineering activities align with project scope, budget and schedule.
- Communicate effectively with French- and English-speaking stakeholders, contractors and site teams.
Requirements
- Fluency in both French and English is essential.
- Extensive experience managing engineering activities on major industrial capital projects.
- Previous experience overseeing external engineering consultants, EPC contractors or Engineering Service Providers.
- Strong understanding of Front End Loading or stage-gate project delivery methodologies.
- Experience coordinating multidisciplinary engineering teams and deliverables.
- Strong technical judgement and the ability to challenge engineering recommendations.
- Experience working in an Owner's Engineering, Owner's Representative or client-side project environment is strongly preferred.
- Strong stakeholder management and communication skills.
- Ability to operate effectively in a complex, multinational project organisation.
- Engineering degree or equivalent relevant technical qualification.
Candidates who do not possess professional-level French language capability will not be considered for these positions.
Preferred Industry Experience
Experience within one or more of the following environments would be highly advantageous:
- Aluminium production
- Aluminium smelters
- Steel mills
- Metals processing
- Furnaces and high-temperature industrial equipment
- Mining and minerals processing
- Heavy industrial manufacturing
- Large process plants
- Brownfield industrial facilities
Direct aluminium experience is advantageous but is not essential where candidates possess strong experience in comparable heavy industrial, steel, metals or process manufacturing environments.
Project Environment
The positions will support major capital projects across industrial facilities in Quebec.
The working arrangement will vary according to the project phase:
- FEL1: Work may be completed predominantly remotely.
- FEL2: A hybrid arrangement, combining remote work and site presence.
- FEL3 and execution: Increased site presence will be required.
Candidates must therefore be prepared to travel to and work from project sites in Quebec when required.
Ideal Candidate Profile
The ideal candidate will be a senior, French-speaking engineering professional with a strong background in major industrial capital projects.
They will have experience representing an asset owner, supervising third-party engineering companies and ensuring external providers deliver technically compliant, practical and commercially appropriate engineering solutions.
Previous experience within aluminium, smelting, steel, mining, metals processing or another heavy industrial environment would be particularly relevant.
Contract Duration
This is expected to be a long-term contract supporting a multi-year capital investment programme.
