Job Purpose
The Environmental Compliance Engineer is responsible for ensuring environmental regulatory compliance at a large industrial manufacturing facility. This role defines, maintains, and audits environmental sampling, analytical, reporting, and recordkeeping programs to ensure compliance with federal, state, and local environmental permits and regulations.
Responsibilities include ensuring permit applications, permit modifications, and environmental reporting are completed accurately and on schedule. The position works closely with Operations, Laboratory, Maintenance, Safety, and Management personnel, as well as regulatory agencies and internal environmental technical teams.
Responsibilities and Accountabilities
- Execute all job activities in a safe and efficient manner consistent with company safety standards and loss prevention principles.
- Comply with all applicable safety rules and requirements.
- Develop, implement, and maintain environmental sampling, analytical, and reporting systems to ensure compliance with environmental permits.
- Provide guidance and training to Operations, Maintenance, and Laboratory personnel regarding environmental compliance programs.
- Manage compliance programs related to:
- Water
- Wastewater
- Waste management
- Underground Injection Control (UIC)
- Air compliance programs (as assigned)
- Oversee compliance with environmental permits and authorizations issued by federal and state regulatory agencies.
- Prepare permit applications and modifications to support facility improvements and regulatory requirements.
- Serve as the primary liaison between the facility and environmental regulatory agencies.
- Conduct environmental audits, inspections, and compliance assessments.
- Monitor and interpret environmental regulations and develop implementation strategies for the facility.
- Advise site leadership on the environmental impacts of production changes, process modifications, and regulatory developments.
- Stay current on environmental regulations and industry best practices through participation in professional organizations, committees, seminars, and technical meetings.
- Support capital projects through environmental reviews, permitting activities, and startup assistance.
- Review and provide input on Operations, Maintenance, and Laboratory procedures to ensure environmental compliance.
- Provide engineering support for environmental control systems and equipment.
- Coordinate environmental training programs for facility personnel.
- Participate in community outreach and educational activities as needed.
- Collaborate with other company locations to share best practices and improve environmental performance.
- Anticipate compliance risks and develop proactive solutions.
- Investigate permit deviations and environmental incidents, determine root causes, and recommend corrective actions.
- Participate in an on-call rotation for Safety, Health, and Environmental (SHE) support.
- Participate in internal and external audits, inspections, and compliance reviews.
- Report incidents and complete required documentation according to company procedures.
Education and Experience
Required
- Bachelor's degree in Engineering, Environmental Engineering, Chemical Engineering, or a related technical discipline.
- Minimum of five years of experience managing water, wastewater, and hazardous waste compliance programs in a petrochemical, refining, manufacturing, or other industrial environment.
Skills and Competencies
- Strong understanding of chemical processes, chemical reactions, and distillation operations.
- Ability to perform engineering calculations related to:
- Mass balances
- Vapor pressures
- Combustion processes
- Emissions calculations
- Experience preparing environmental permit applications and regulatory reports.
- Proficiency with environmental databases, software applications, and emissions modeling tools.
- Strong written and verbal communication skills.
- Ability to effectively interact with regulatory agencies, community stakeholders, and facility personnel.
- Strong interpersonal, networking, and team-building skills.
- Self-motivated, self-directed, and capable of working independently.
Physical Requirements
- Ability to climb fixed ladders and elevated structures.
- Ability to climb multiple flights of stairs.
- Ability to lift up to 50 pounds.
