Role Overview

We are seeking an experienced Procurement & Subcontract Manager to support the delivery of large-scale, technically complex engineering and construction projects.

This is a senior, hands-on position requiring a strong combination of project procurement, subcontract formation, commercial negotiation and post-award subcontract management. The successful candidate will manage significant procurement and subcontract packages from initial sourcing strategy and market engagement through competitive tendering, award, administration, change management and final closeout.

The position will work closely with Project Management, Engineering, Construction, Commercial, Finance and other project stakeholders to ensure packages are procured and managed in accordance with project cost, schedule, quality and contractual requirements.

Candidates will ideally bring 15+ years of relevant procurement, contracts and/or subcontract management experience within major capital projects.

Previous experience supporting biopharmaceutical, life sciences or pharmaceutical facilities is highly desirable but not essential. Candidates from other technically complex environments including semiconductor, data center, advanced manufacturing, energy, chemicals and large-scale industrial construction are also encouraged to apply.

Key Responsibilities

Procurement & Sourcing

  • Develop and execute procurement and subcontracting strategies aligned with overall project requirements, budgets and schedules.
  • Manage procurement packages from initial requirement through RFQ/RFP, commercial evaluation, negotiation, award and post-award management.
  • Develop bidder lists and identify appropriately qualified suppliers and subcontractors.
  • Prepare, coordinate and issue RFQs, RFPs, tender packages and other commercial enquiries.
  • Coordinate with Engineering and project stakeholders to ensure technical scopes, specifications and commercial requirements are clearly defined prior to tender.
  • Manage bidder communications, clarifications and commercial discussions throughout the tender process.
  • Lead competitive sourcing exercises for construction services, subcontract packages, equipment and other project requirements.

Bid Evaluation & Award

  • Manage the commercial evaluation and leveling of supplier and subcontractor proposals.
  • Evaluate bids against factors including price, scope compliance, schedule, commercial terms, risk, capability and previous performance.
  • Work closely with Engineering and Construction teams to align technical and commercial evaluations.
  • Identify commercial qualifications, exclusions, deviations and potential contractual risks.
  • Lead supplier and subcontractor negotiations to achieve the optimum balance of cost, quality, schedule and commercial risk.
  • Prepare clear and well-supported award recommendations for project and senior management approval.
  • Support the preparation and execution of purchase orders, contracts and subcontract agreements.

Subcontract Management

  • Manage the full commercial lifecycle of major construction subcontract packages from pre-award through final closeout.
  • Ensure subcontractors understand and comply with contractual scope, commercial terms and project requirements.
  • Monitor subcontractor commercial performance throughout project execution.
  • Work closely with Construction and Project Management teams to identify and resolve subcontract issues.
  • Review and manage change orders, variations, additional work requests and commercial adjustments.
  • Evaluate subcontractor quotations associated with changes in scope.
  • Maintain appropriate commercial and contractual documentation throughout project execution.
  • Support the assessment, negotiation and resolution of claims, disputes and contractual issues.
  • Identify potential commercial exposure and proactively implement mitigation strategies.
  • Support subcontract closeout, including resolution of outstanding changes, claims and commercial matters.

Project & Stakeholder Management

  • Act as a key commercial/procurement partner to Project Management, Engineering and Construction.
  • Ensure procurement and subcontract activities support critical project milestones and construction schedules.
  • Identify long-lead, commercial and supply-chain risks that could impact project execution.
  • Communicate procurement status, risks and key commercial issues clearly to project leadership.
  • Develop strong working relationships with internal stakeholders, suppliers and subcontractors.
  • Support project forecasting, procurement planning and commercial reporting.
  • Participate in project, supplier and subcontractor meetings as required.

Leadership

  • Provide guidance and support to Buyers, procurement professionals and/or subcontract personnel assigned to projects.
  • Review sourcing strategies, commercial evaluations and award recommendations prepared by other team members.
  • Help establish consistent procurement and subcontract management practices across projects.
  • Support the development and mentoring of less experienced procurement team members.
  • Promote strong commercial discipline, accountability and attention to detail.

Experience & Qualifications

Essential

  • Ideally 15+ years of relevant experience across procurement, contracts, subcontracts, supply chain and/or commercial management.
  • Significant experience supporting large-scale engineering, construction, EPC or major capital projects.
  • Strong hands-on experience managing RFQ/RFP/tender processes.
  • Demonstrable experience evaluating and commercially leveling competitive bids.
  • Strong supplier and subcontractor negotiation experience.
  • Experience developing and presenting supplier/subcontractor award recommendations.
  • Strong understanding of commercial and contractual terms.
  • Experience managing significant contracts and/or construction subcontract packages.
  • Experience with post-award subcontract administration.
  • Strong understanding of change management, variations, claims and commercial risk.
  • Ability to interpret scopes of work and understand the commercial implications of technical/project requirements.
  • Experience working closely with Engineering, Construction and Project Management teams.
  • Strong communication, negotiation and stakeholder-management skills.
  • Ability to manage multiple packages and priorities within a fast-paced project environment.
  • Comfortable operating in a hands-on capacity as well as providing leadership and guidance to others.
  • Able to work from the Richardson, TX location.

Highly Desirable

  • Previous procurement/subcontract management experience within biopharmaceutical, pharmaceutical or life sciences facility construction.
  • Experience supporting GMP, cleanroom, laboratory or other highly regulated/controlled environments.
  • Experience with a major EPC, general contractor, engineering/construction organization or major capital-project owner.
  • Experience across technically complex sectors such as:
    • Life Sciences / Biopharma
    • Semiconductor
    • Data Centers
    • Advanced Manufacturing
    • Chemicals / Petrochemicals
    • Energy / Power
    • Industrial Manufacturing
  • Experience managing large-value construction, MEP, CSA, process, equipment or specialist trade packages.
  • Previous responsibility for managing or mentoring Buyers, Procurement Specialists, Contract Managers or Subcontract Managers.

Ideal Candidate Profile

The ideal candidate will be an experienced project procurement and subcontract professional who understands that successful procurement extends far beyond issuing purchase orders.

You should be comfortable personally managing the complete commercial lifecycle:

Procurement Strategy → Bidder Identification → RFQ/RFP → Bid Evaluation & Leveling → Commercial Negotiation → Award Recommendation → Contract/Subcontract Formation → Post-Award Management → Changes & Claims → Closeout

You will combine strong commercial judgement with a practical understanding of major construction projects and be comfortable challenging suppliers, subcontractors and internal stakeholders when necessary to protect cost, schedule and contractual position.

Previous life sciences/pharmaceutical experience would be particularly valuable, but it is not an absolute requirement. Strong candidates from other complex EPC and capital-project environments will be considered.
