I. Job Summary:

The Senior Procurement Specialist leads the development and execution of sourcing strategies for assigned areas of spend with the manufacturing site and across the organization. Supports the site procurement and materials control organization through procurement activities that enable the strategic direction of the company-wide function and all appropriately integrated relevant business functions. The incumbent provides leadership in identifying and implementing procurement best practices, builds supportive internal/external relationships with stakeholders, suppliers, and plant leadership.

II. Major Responsibilities:

Strategic Accountabilities:

  • Leads the development of procurement strategies at the site, regionally, and potentially globally in support of the vision and strategic direction of Procurement and Material Control.
  • Facilitates continuous engagement with the stakeholder community in the procurement process and category management.
  • Supports the site-based procurement team to deliver the short term/long term goals of the procurement function in alignment with the business and site-specific plans.
  • Addresses key areas of supplier cost; safety; risk; reliability; continuous improvement; technology adoption; supplier innovation and service.
  • Contributes to plant turnarounds and capital project planning through effective sourcing, negotiation, contracting, and execution.
  • Contributes to the development and execution of the risk management plan that addresses key risks in the local and regional supply base.
  • Manages key supplier relationships in conjunction with stakeholders to increase alignment and to create value generation between the supplier and the organization.
  • Supports compliance adherence to the procurement process at the site through standardization and optimization of the procure-to-pay process.

Operational Accountabilities:

  • Participates in site meetings and supports site initiatives around safety, reliability, and the community.
  • Facilitates key interactions across the manufacturing sites and with suppliers.
  • Develops and executes sourcing strategies that increase productivity, improves supplier performance, and reduces cost.
  • Ensures on-going efficiencies of the procurement and material control function by reporting on the progress of key performance indicators.
  • Ensures implementation and adherence of all procurement related policies, practices, and process improvements.
  • Participates in and promotes the work of category management and improvement teams.
  • Supports the material control function to optimize inventory levels, minimize stock outs, and sales of obsolete equipment and materials.
  • Leads the sourcing process including managing proposals, developing proposal recommendations, and negotiating/awarding the final contract.
  • Contributes to supplier qualification efforts including introduction of potential new suppliers.
  • Issues contract releases and purchase orders and expedites materials and services as required.
  • Manage supply and service agreements to facilitate any necessary improvements to increase accuracy, visibility and productivity to ensure compliance with the contract management process and any applicable state and federal laws and regulations.

Position Reports To: Site Procurement and Material Control Manager

IV. Incumbent Attributes:

  • Education: degree.
  • Prefer - BS/BA in business, supply chain, engineering or other related fields.
  • Years of experience: Six plus years of experience in procurement including supplier management, contract management, risk management, and procure to pay processes.
  • Other unique job relevant attributes: Knowledge of continuous improvement, Coupa/Ariba, SAP S4.
  • Microsoft 360 and Tableau desired.
  • Excellent technical knowledge of good procurement practices including: sourcing, bid development, contract development, negotiation, contract execution and supplier management.

Breadth of Scope: Scope is within the Procurement and Material Control organization for North America.

Communications and Interpersonal Skills: Demonstrated ability to communicate effectively to diverse audiences at all organizational levels. Significant influence and persuasion with functional team members with a focus on collaboration.

Complexity: Applies technical and analytical thought process to unique and novel challenges. Advanced level of logical reasoning and critical thinking are required.

Decision Making Authority: Ability to make complex decisions which impact areas directly and indirectly managed.

Strategic Influence: Impacts the execution and achievement of short- and long-term strategies and objectives.
